Job Description:

SUMMARY

Under the general supervision of a WPCM/STM supervisor and the direct supervision of the Cleaning Supervisor, incumbent operates jet flusher and associated equipment to clean sewer lines, inspects and makes adjustments to machinery, if required, and prepares related reports on functions of the jet flusher. Incumbent will also use chemicals to reduce the build up of grease and root intrusion in the collection system. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with City and department policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Operates/drives jet flusher and associated equipment to flush out and clean sewer lines;
  • Directs setup of equipment at manhole, catch basin, etc. in preparation for operating jet flusher and/or setting enzyme drip bags;
  • Positions nozzle/rootsaw and hose in manholes and sewers using roller shoe, tiger tail or other device;
  • Helps decide in the placement and use of enzyme drip bags in specific manholes throughout the collection system. Also helps decide in the appropriate use of mechanical vs chemical root control methods;
  • Operates controls of engine and water pump to start, stop, rewind and to adjust and control the movement of the hose through the sewers;
  • Monitors water level in tank or truck and fills, when needed, from water hydrant;
  • Cleans returning hose and structure with spray gun when necessary;
  • Maintains accurate records of work performed, conditions found and truck and supplies used;
  • Follows all safety rules and regulations determined by departmental policy;
  • Performs assigned duties which require bending, twisting, climbing, and lifting a minimum of 50 pounds on a regular basis;
  • Works under adverse weather conditions including extremes of temperature, humidity, precipitation and dust;
  • Reports irregularities and abnormal conditions;
  • Directs the work of employees assigned to assist the jet flusher process;
  • Performs other departmental duties as required;
  • Assists employees of any classification;
  • Assists in training of employees when needed;
  • Communicates effectively both orally and in writing;
  • Maintains valid Indiana Commercial Driver’s License w/Tanker Endorsement.

 

MARGINAL FUNCTIONS

  • Keeps equipment, tools and work area in a clean and orderly condition;
  • Troubleshoots and performs maintenance on mechanical root saws and nozzles.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  • Education equivalent to a high school diploma;
  • At least three (3) years experience with WPCM/STM departments preferred;
  • 240 working hours as a Sewer Jet Flusher Operator within the thirty (30) day trail period must be obtained to ensure an accurate evaluation. Only absences due to unforeseen circumstances will be approved by superintendent;
  • Ability to work with chemicals following specific instructions;
  • Physical is required as applicable;
  • Communication and Customer Service classes required;
  • Trained as Attendant and entrant in confined space entries;
  • Working knowledge of sewer systems and structures.

LANGUAGE SKILLS

Good communication skills, both orally and in writing. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

MATHEMATICAL SKILLS

Ability to work with chemicals following specific directions. Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Incumbent’s work consists of semi-routine work requiring some decision making on isolated problems. Stressful situations are irregular, but present. Incumbent is responsible for following any and all safety procedures and regulations set forth by the department and must record and maintain certain kinds of data about the use of the truck and the projects that the truck is used for.

CERTIFICATES, LICENSES, REGISTRATIONS

New employees hiring into this position will be required to have a Commercial Drivers License (CDL) Beginners Permit with Tanker endorsement. New employees must obtain a regular CDL class B with Tanker endorsement within their first 90 days. All existing employees must have and maintain a valid Commercial Drivers License (CDL) class B with Tanker endorsement.
